[It doesn't matter if she blames him or not, because Bruce is certainly blaming himself either way. There hadn't been a choice in the matter, but still--its still something he blames himself for. Times like these he wishes he didn't make the decision to come here, instead just staying low like what he originally planned. But here he was no a year later and perhaps in too deep with so many things here, for better or for worse.
