Waver took shemlen to simply mean any non-Dalish, it seemed straight forward enough. Everything else that Merrill said though was infinitely more interesting, especially with what he did know of treatment of magi. Of course, having Anders as one's source was a bias Waver wasn't quite aware of yet.
