After all, had Arlathan, a beacon of magic, not fallen under the Tevinter's conquest? And were they not locked in an ongoing war with Qunari who had an even tighter leash on their mages than southern countries?

More likely it came down to an abundance of resources, smart maneuvering, and enough lives to throw away for whatever their latest cause was.
