It was, in fact, not the most engaging reaction to seeing someone who has been gone for multiple years. Admittedly, being across the street helped, as Waver wasn't about to scream about anyone coming back before he was certain that it was the person in question, and not just his mind playing tricks on him. Such thoughts weren't unfamiliar - Waver's mind did it frequently enough in Iskandar's absence back on Earth.
Waver made his way over to Sam without any further hesitation though, making sure to approach from in front rather than walk up from behind and give the man a scare. That was simply rude.
