There isn't time to value that many people, not where Yngvi comes from. People are an investment and they're always piss poor ones for the first years until they can start to do a few things. Mages have never seemed like the best bet for the Chantry, maybe that's why Kirkwall had so many Tranquil when folk always wanted enchanting done and you don't pay Tranquil. (Ticks a lot of folk off, delicate balance to keep people sweet with lyrium and all the rest.)
