If he'd been any other mage, he would have vanished like countless others, murdered or transferred or made tranquil or something. The point was that no one knew what happened to so many, because no one asked. They weren't known.

Justice, on the other hand, disagreed because things would never change without someone standing up. Kallian wanted to hide.
