Josephine seemed to be good at her job, for the Inquisition to still be standing and for the visiting nobles to keep hiking up a mountain to visit Skyhold. Or, if they didn't, sending word along to family members to do the same. Maybe it was an attraction, a spectacle, but they keep coming all the same.
