I don't see a reason it couldn't be both. It would send two different messages. Anyone in the city knows we're here and lived through the attack; an invitation might encourage them, but they may not fully need it. Someone from outside shows ... balance, a bit. It looks less like someone sent to look over our shoulders and more as if we have multiple allies to call on in time of need.
