If blood mages are such a danger to everyone, then everyone should have some sort of say in what happens to them, and some sort of plan for preventing them, written up in an official treaty of sorts. That's how things are generally done whenever there's a substantial threat in my world."

She knows better than to try and impose her own world's way of doing things on Thedas, especially when she's never seen a government get anything totally right, but she can't really be blamed for letting her experiences color her expectations at least a little.
