Skyhold
He's learned by now that his wand is not reliable anymore and it pains him to even try to cast spells and risk it breaking completely again. He doesn't have the Elder Wand to fix it this time and he can't risk losing it completely again. It feels as if a part of him has cracked and he feels real remorse over not being able to easily use magic. It's almost as if his senses had been dulled.
Eventually, though, he realizes that he might be able to use the staff based magic that the mages here use. He won't be floating teacups across the room any time soon but it's better than being defenseless. He knows enough by now to know that he can't just make a declaration that he wants to learn magic here without some people misunderstanding his motives so he doesn't make a loud announcement using the crystals.
Instead, he spends the day around where he's learned some mages meet to teach and learn. Maybe if one of them doesn't seem as busy he can ask for help.
Warden Camp
He also treks his way to the Warden Camp because he knows that they have mages there and tend not to be as distrustful of them. At least, that's what he's heard about them. He's still having trouble remembering all the different factions of Thedas and keeping which ones hate which other groups straight.
It's the first time he's ever been to the camp so he also can't help but feel a level of curiosity. He volunteered to help bring them supplies so his visit isn't too awkward and once he's done unloading it (again wishing for the use of his wand so that he could just float the crates where they need to be) he wanders a little deeper into the camp to see if he can find any Warden mages.
skyhold;
"Are you seeking something? Someone?" Even in Skyhold Morrigan is rarely parted from her stave, rolling it idly in her palm as she waits for an answer. "I have seen you, even so far as the Warden camp. Where does he go, what does he want, I wonder?"

His back straightens as he considers her. He knows her by reputation already even after only being here for a short while but only a very scarce details. She helped the save the world once, something that he can relate to, and she's powerful in magic.
"A teacher, actually," he answers, easily supplying the information. "I don't like feeling helpless here and my magic is almost useless in this reality. I was hoping to find someone willing to teach me to use a staff."
He didn't beat around the bush with her. He thought she could judge his desire to learn magic here however she thought best, rather than him trying to skirt around the issue.

"What do you use instead of a staff where you hail from?" To go from using magic to being what sounds like close to utterly without is something she can hardly force herself to imagine, the ideal for far too many in this world. "There are no spells that might be cast with but the hands there?"
A simple thing, or for her at least, to let lightning spark to life in the palm of one hand for a moment to demonstrate before she curls her fingers and allows it to disappear, arching a brow at him. She settles her staff again, worn from years of her hands gripping it in battle or simply as one might use a walking stick over rough terrain. "Many buy their staffs, the merchants here will sell them or you will find one able to craft them but I was taught by my mother to craft mine own, and I find I much prefer it. You know every part of it, exactly how to wield it."

"Some spells can, yes," he answers. "Powerful wizards or witches can do wandless magic and at times magic can burst forth from someone who is feeling emotional or attacked." Slowly, he moved to take out his wand. It was still cracked and he didn't want to risk breaking it, but he didn't feel right not to be with it.
"Most spells, though, require a wand. Those usually are made by a wandmaker and bought when the wizard or witch first goes to school. This one I've had since I was eleven." The way he's carrying it shows that he's protective of it. "Somewhere in the Rift, or maybe falling through it, it cracked. If I keep using it, it might break, and we don't have people who can fix them here."
A pause. "Do you think you could teach me to make a staff?" He knows asking is pretty forward, but if she wanted payment for something like that they could figure something out.

"Control is taught at some point then? There are certain spells that are cast that require both the staff and a hand for the amount of mana required, spells that would take much more focus." But-- ah. Glancing between him and the wand, she makes a face then almost seems to cradle her staff for a moment. "Yes, that would put an end to a great deal."
Some part of her is perhaps a little saddened by what she hears in a way she hadn't quite anticipated from how her brows pull together, her mouth turning down at the corners. Not all would ever learn such as her but another place where things could so easily be lost. "Your school, is it at all like the Circle? Or is it something else? If you are able to purchase things prior to attending I would hazard tis something rather different entirely."
Which is already a small point in his favour. "I could, were I so inclined. Tis a skill more should know if they understand the value of survival."
