"Party" would be an extreme word for it; the more accurate word would be "casual gathering of people with liquor readily available." It is The Hanged Man, though, so who knows what shenanigans could unfold.
They've taken over a corner of the inn, and though there isn't much in the way of decorations - making sure the place could be easily accessed after all that snow was work enough - there are a couple of strings of bunting.
Don't get too wild; it'd be unfortunate if Herian had to interrupt her own (shared) birthday celebration in the sake of preserving the Inquisition's reputation. (Or do get wild, and simply shrug it off as The Hanged Man's influence. Whatever.)
Be sure of one thing, though - at least one round is one Herian. Maybe. If you're a close friend, or look particularly glum.

"I will have to put something important inside of it since it is a gift from you. Perhaps a miniature of you then?" She says with a bright look and somehow brighter smile. "To keep close if either of us ever go away on a mission."
It wasn't an unfamiliar concept in Thedas but she isn't sure about the customs in Prompto's world. She's more than grateful for the crystals considering how much travel can sometimes be done while with the Inquisition. Still, he gets a happy nod of her head to his question.
"Perhaps too much fun but I am enjoying myself, and I love that Herian is enjoying herself." She says, glancing out of the corner of her eye to where her friend is sitting with friends. "I am glad that despite everything... we are able to enjoy ourselves like this."

Well, she certainly has been a roll lately with surprising him, and subsequently making him blush. A picture of him? Sure, a part of him hoped that maybe someday she'd want one, but he never expected it to be so soon. "Really? I mean - sure, I could do that. If you're sure. Or, well, we'd have to find someone who could." Were there specialized miniature painters? How did they find one? Would he be able to sit still for a painting? Oh, the mysteries abound. However this all works, he'll absolutely do it for her.
"Hey now, there's no such thing as too much fun!" Preposterous. "Besides, you both deserve it. Birthdays are meant to be fun."

She says this with another smile, warm and kind with a hand coming to brush a loose strand of hair out of his face. "And as it were I know a person or two that could perhaps help with it," she says with a thoughtful look. "They are not professionals in name since they are elves, as it were, but they do wonderful work."
But most importantly! She slips the locket on, clasping it in place before working her braided hair into a proper bun that allowed her to pin it up with the hair clip, a grin on her features. "I suppose what you say is also true. This is why you must dance with me before the night is over."

He nods, leaning into her touch a little. "I'll totally take your word for it. Whoever you think's best, it's good enough for me." He trusts her judgment, and it's not like he'd have a better chance at finding someone anyway. This is way outside his wheelhouse.
There's little denying how ridiculously pleased he feels, seeing her put on what he gave her. The comb looks lovely in her hair, and the locket hangs well around her neck. Score one for Prompto for being able to pick out jewelry!
"How could I say no? Though I'm not super familiar with the dances here, just... as a warning." Translation: he might step on your feet and he is gonna be so sorry.

It gives her idea for painting though but there was, at least, more importantly things to consider for now and that meant taking his hands and briefly moving to spin them around with a happy laugh.

And then he's getting pulled and spinning around, snapping him out of his thoughts. Which is a good thing, because they were kind of sad. He laughs, though there's a touch of nerves in there.
"Kinda famous last words there!"

She keeps a hold on one of his hands but moves the other to rest on her waist and her hand to his shoulder. "Just follow my lead and you will be fine."
It's his only warning before she begins to move to the music, leading him along in the turns and twists following the other couples around them.

At one point he almost stumbles, barely managing to stay up. "Sorry! Two left syndrome's hitting me hard right now."

After all, she is able to dance with him without a care in the world and hold him close as they dance together. It's only when the music stops does she also slow down, breathing hard but smiling brightly up at him. Perhaps it isn't such a surprise then when she steps in close, squeezing the hand she still holds and kissing him fully as she should have done earlier. Oh well, plenty of time to make up for mistakes.

The song ends, and Prompto grins and laughs, the adrenaline from the dancing still coursing through him. He's catching his breath, too, watching her smile. And watching, then, as she draws near. They're in the middle of the tavern, with so many eyes on them. But Prompto doesn't care, or at least, not enough to pull away. Kissing's still sort of new to him, but he's feeling more confident as he returns her kiss, a little breathless but earnest.
They're probably being stared at, but he has nothing but eyes for her when they pull back. "Huh. Guess I must have danced better than I thought," he teases.

Here in Kirkwall she had to be perfect for both herself and for the others she cared for least she was made Tranquil for the smallest misstep or, in some ways better, outright killed for her actions. It went make to the alienage as well and where instead it was the humans of the city looking down on them.
It's why she's not afraid in the end to kiss him like this, to show her feelings freely and without fear of backlash. For once, in a very long time, Saoirse feels absolutely freed of her worrisome burdens that have hung over her for so long. Prompto, she knows, certainly helps with his smiles and thoughtful looks that help her to smile even more.
"Well... you're certainly better at kissing, at least!" Speaking of teasing.

But he quickly drops the act and laughs sheepishly. "Okay, yeah, it wasn't my best moment." However, her compliment isn't lost on him. "Still... I'll take being a good kisser over a good dancer." And just to emphasize his point, he bends down and kisses her cheek.
