Teren can be found at a large corner table in the Herald's Rest, where she has set up an impromptu workshop for those who can't afford or would prefer not to use the Orlesian tailors.

She is also making house calls for those who request them. (Just put it in your starter!)

The process is indeed quite expeditious compared to that of the Orlesians. There is naturally some unavoidable inconvenience for Adelaide, but Teren works quietly and quickly, asking her only to stand and to turn and so forth when it's absolutely necessary. Within a few hours, she is satisfied with the measurements taken and her pinning, and she stands at the entry with the dresses in a neatly folded pile under her arm.
"I'll return these to you by sundown two days hence," Teren announces, "payment will depend on difficulty, but I don't expect they will be too trying." At least they're made from Thedosian materials, not... gabber... cloth or ...tool? It's been a weird couple of days.

Quicker and neater than Adelaide expected, each gown worn, pinned, and adjusted as needed without her having to take too much time away from her notes. Ten to fifteen minutes standing at a time is nowhere near the hours she wasted with the Orlesians. "I appreciate your coming to me and your efficiency."

Whatever Teren asks for? There will be a fair bonus on top.
