She might be found swinging angrily at the dummies in the yard, assisting Cullen in training what recruits they have, or nursing a large ale at the Herald's Rest. More than likely, she's dodging Vivienne and her endless preparations, instructions, and reminders for the ball. Wherever she is, Cassandra is likely not in the best of moods, and there is a certain righteous fire in her gaze whenever she is challenged. Leliana's words and the way she had looked at Cassandra still sting, but she does not regret what she has done.
Still, no one can possibly be angry all the time, right? Maybe you'll catch her on a good day...

I do not know as much as I would prefer to. But I can tell you this: that woman holds enough power that she could rock the very foundations of the Black City itself.
[It's actually uncomfortable for Vivienne to acknowledge that Galadriel holds so much power that she can feel it radiating off her. Worse still is the realization that the lady elf outclasses her. Good luck getting that out of her though.]
Which you will note she has not done. If she has made threats, I do not doubt that she has the ability to follow through on them, though I find that remarkably unlikely as she has not already done and freed herself from imprisonment.
Cassandra, my dear, think. We know so very little about these shards and the people coming out of the Fade. We cannot research and learn the full extent of what we are facing if we lock them all up and turn them against our cause.

She threatened the Inquisition. She refused to tell me what she knew, or what she was capable of. She -

Why would she refuse to obey, knowing the alternative, and then sit quietly in her cell when she could so easily free herself?

What does that tell you that she has not freed herself, though by all rights, she could, and possibly should, have done?
